" EURO INBO 2005" Namur (WALLOON REGION)

Following the decisions made during the last meeting of INBO's World Liaison Bureau in Marrakech on 25 May 2005, the next conference of the « EURO INBO » group for the implementation of the Framework Directive, will take place in NAMUR in the Walloon region (Belgium) from 28 September to 1st October 2005 The main topics retained for discussions will be:
1.) The participation of the populations in the definition of water policy, the role of the local elected officials and of the professional and association representatives,       « the Basin Committees », consultation of the « general public » for the implementation of the Framework Directive.
2.) The transboundary rivers and international districts, with a pressing invitation to the international European commissions, and mainly those concerning the Walloon region.

1st EWA Brussels Conference on European River Basin Management Policy.

The European Water Association (EWA) is organising a Conference on European River Basin Management Policy from 2005-10-25 to 2005-10- 25 in Brussels ( Belgium). This conference aims to give an overview of the latest developments in the implementation of the Water Framework Directive (WFD). It will be focus on the progress and implementation of the first environmental assessments.

Les mesures concrètes pour la mise en oeuvre de la Directive Cadre européenne sur l'Eau (DCE): les échéances 2006 et 2009.
La Directive Cadre Européenne (DCE) impose un continuum d'actions initiées depuis la date de sa publication , le 22 décembre 2000, jusqu'en 2015 et au delà. Les actions conduites jusqu'à fin 2004, à savoir la définition du concept de masses d'eau, le découpage et la caractérisation initiale des masses d'eau, peuvent être considérées comme les actions préparatoires des mesures concrètes qui seront progressivement engagées et qui constituent le cœur de la Directive.
Selon le calendrier de la DCE nous devons préparer, expliciter, et engager des mesures de terrain selon un échéancier qui ne doit pas seulement être compté à partir d'une date de départ (la publication des « plans d'action » et des « catalogues de mesure »), mais aussi d'une date butoir, 2015, à laquelle un premier constat de résultats sera établi.
- Sommes nous en mesure d'engager en temps utile des mesures de terrain et appliquer la logique de la DCE qui impose des objectifs de résultats plus que de moyens ?
- Les connaissances sur les réactions des milieux sont elles suffisantes pour évaluer l'efficacité des mesures ?
- Quelles sont les difficultés que nous devons détecter par avance et comment piloter les actions de manière à éviter des retards incompatibles avec la tenue des programmes qui auront été annoncés en 2007 ?
Pour tenter de répondre à ces questions, la Société Hydrotechnique de France organise un colloque intitulé « Les mesures concrètes pour la mise en oeuvre de la Directive Cadre européenne sur l'Eau (DCE): les échéances 2006 et 2009. ». Cet événement aura lieu à Paris le 19 janvier 2006

The Common Agricultural Policy (CAP) and the Water Framework Directive (WFD) are two of the major policies in Europe influencing strongly environmental issues. Within this sixth Framework Programme (FP6) project Ecologic and the Warsaw Agricultural University (SGGW) are two of the first institutions to analyse the legal and organisational interlinkages between the both policies in order to elaborate future synergies and linkages. For this purpose, several background notes and policy briefs will be developed and presented at the stakeholders and policy makers Conference "WFD meets CAP - Opportunities for the future". The Conference will be held in March 2006 and aims to identify and to provide recommendations on the possible synergies while implementing, planning, financing and controlling the various requirements of the WFD and the CAP. Water Framework Directive.  A leaflet and a booklet

Given the numerous and increasing pressures on our water resources, it is vital that effective legislative instruments address the problems effectively and help secure these resources for future generations. The Water Framework Directive expands the scope of water protection to all waters and sets a clear objective that "good status" must be achieved for all European waters by 2015 and that sustainable water use is ensured throughout Europe.

The EC has adopted the Decision establishing the register of sites to form the intercalibration network

The European Commission has adopted on 17 August the Decision establishing the register of sites to form the intercalibration network. The text has been adopted as voted in the last Committee meeting on 20 May 2005. The english version of the final text has been uploaded in the public part of WFD CIRCA
The Decision will be published in the Official Journal in all 20 official languages within a month. The adoption of this decision is an important step forward in the implementation of the Water Framework Directive.
